・米国がベネズエラ大統領夫妻を拘束した

1/2だったか、米国がベネズエラの大統領官邸を襲撃し大統領夫妻を拘束し米国に連れて行った。米国で裁判にかけるのだという。ベネズエラからコカインなど大量に麻薬が流入しており社会問題になっている。ベネズエラマドゥロ大統領は麻薬密売組織と結託していると米国は見ており、国内問題を解決すべく今回の拘束に至った、というのが米国側のロジックなのだ。

領土侵犯をし、大統領を拉致し外国での法律が適用されない国家元首への裁判など超法規的な一連の行動は、溜飲が下がる思いも正直ある。このロジックで言えば日本も北の将軍をどうこうすることもありなのだ。だって米国様がやっているから。

一方で、中国がやれば、ロシアがやれば、という懸念が出てくる。米国大統領はベネズエラを管理していく表明をしており石油の使い道についても積極的に発言をしている。米国内の問題の解決であったはずなのに、関係のない石油のこととか金目当てなのかと思われかねない態度は、やっぱり下品だなと思う。大衆がなんとなく嫌いと彼に抱いている感情は「これまでの大統領になかった下品さ」に起因しているのではないか、と常々感じている。


ANAがドローン配送事業に参入したことについて

上泉雄一のええなぁのお気に入りコーナーの石田英司さんのニュース解説によると、日本では無人ドローン配送の解禁(いわゆるレベル4)は2022年にすでに始まっているらしい。だったらやればいいのではないか、と思うがそうもいかないようで日本はなかなか厳しいようだ。飛行機体の登録に始まり、飛行不可エリアを除いた飛行計画の提出、リスク管理計画など、これ以外にも提出書類は難易度が高めらしい。

航空機の航路や公共交通機関、官公庁など飛行不可エリアを除いていくと東京ではほぼ無人配送は無理なのだそうだ。
これって全国一律でこのようなルール設定なのだろうか?過疎地域とかの規制は緩めればいいのではないかと思う。そうすれば配達業者としては配送可能エリアも広がるし、消費者にとっても恩恵があると思う。

無論、私はこんなところにポツンと一軒家、のような過疎地域は居住不可エリアにしてしまい居住地域の密度を上げていく方が自治運営としてはいいと思っている。


・東京都に税収が偏っている状況の見直しについて

東京都の税収は7兆円程度で都道府県別ではダントツの1位である。2位は大阪で1.6兆円程度の税収となっており、東京以外の地方自治体の税収には大きな開きが存在する。偏る税収の見直しは、東京都の税収1.5兆円ほどを地方に配分しようという試みである。
東京都はこれについて反対をしているが、実際のところはどうなんだろう。
私は大賛成。東京には有形、無形資産が集積している。皇居、鉄道等インフラ、政府など。ここに乗っかって企業も本社を東京に置いている、その方が効率的だから。働き口も東京に集まるから、地方で育った人たちも大学入学を機に、もしくは社会人になるのを機に東京に出てくる。そんな好循環が東京にはある。

東京には努力せずに持って生まれたものがたくさんあるのだ。
それらをテコに資産が資産を生んでいるし、地方出身者の労働力が企業を経由して税金を東京に収めている。そしてそれらの税収は東京に住む人に充てられる。ネット銀行で発生する金利も、各ネット銀行が本社を置く自治体に税金が納められているようだ(つまり東京)。政府は手始めにこの金利分の配分に着手をしようとしているらしい。
私はこれらを是正するには首都移転がいいと思っている。首都が移転され東京で起こったような過程がほかの地域でも再現されれば地方創生にもなりえるのではないか。

第2新卒の季節を過ぎてシステム開発の現場に飛び込んだ私。

同じ営業ではあるが、異業界からITの世界に飛び込み顧客とエンジニアの会話がよくわからなかった反省から修行しようと思ったこと、パッケージのシステム導入でも習熟していれば将来起こりそうな海外での就業にも耐えれるのではと思ったこと、飛び込んだ理由は複数あるが、この決定に背中を押してくれたのはエンジニアの需給がひっ迫しているからという情報だった。

 

どんな現場も人が足りていないだろうから、先輩社員につきながらOJTを受け、少々難しいストレッチが必要な課題や、大量のタスクをこなしながら過ごしていくのだろうと思っていた。

 

でも、実際は経験がないとタスクを任せてくれない。タスクの配分を決める際は、「xxの開発やったことないんだね、じゃあ任せられないね」なのだ。チャレンジングかもしれないけど、任せてみようかの思考様式は少ないように感じている。

OJTを施してくれる先輩社員なんてのはおらず、同じチームメンバーに聞きながら仕事を覚えていく。正直人を育てるという思想を感じられず、基礎部分は資格取得を通じて作っていくのだが業務でやったことがないので無機質な暗記の分類だし、取得取得したとて当該の業務にありつけるわけではない。数か月の期間があればいくつかのタスクはできるようになりプロジェクトを離任していくわけだが、体系的に何かを理解できたかと問われるとあまりにも不安。パズルの1ピースを武器に次のプロジェクトにありつけるようにインタビューに臨むといった具合だ。

 

前職もシステム開発の仕事だったり、新卒でもプログラミングをやっていたという何か武器があれば比較的プロジェクトも決まりやすい(新卒は優先的にプロジェクトに配属してもらえるので武器があればなおよい)。

 

やってみたい業務があっても、経験がないと理由で業務を任せられなかった。

じゃあ任せてもらえるための経験をどこで積めばいいのだろう。転職するわけにもいかないし。。自身が感じるジレンマとこの記事がシンクロし、胸が痛くなった。
